a. Toolkits
- Small Communities Toolkit: this toolkit is designed to provide small communities detailed resources, case studies, and guidance in the development of green goals and initiatives. The toolkit also helps smaller communities understand how to take advantage of their significant opportunities. For example, in a small, close-knit community, a local government can more easily influence community members to make individual changes to reduce their greenhouse gas emissions. With this toolkit in hand, small communities can become empowered to reach their goals.
- U.S. Mayors Climate Action Handbook (PDF): this handbook offers examples of actions that local governments can take to reduce global warming emissions and implement the commitments for climate protection called out in the U.S. Mayors’ Climate Protection Agreement. The Handbook demonstrates that climate protection does not necessitate entirely new government operations. It is a matter of streamlining and making modifications and improvements to many of the systems and operations a city already has in place.
- Preparing for Climate Change (PDF): is a guidebook for Local, Regional, and State Governments: September 2007. This guidebook is collaboration among King County, Washington, the Climate Impact Group and ICLEI. The book describes a detailed, easy-to-understand process for climate change preparedness based on familiar resources and tools to help local, regional, or state governments prepare for climate change.
- SFRPC - Climate Change Community Tool Box: South Florida Regional Planning Council product focused on Miami-Dade. It provides sea level rise assumptions and projections for Miami-Dade, fact sheets on impact on Community, Environment and Economy, and an adaptation resources compendium.
- Initiating Community Engagement: resources to effectively engage community participation in climate protection initiatives.
- Rapid Deployment Energy Efficiency Toolkit (PDF): This Toolkit is being provided to help recipients of American Recovery and Reinvestment Act funding meet the objectives and challenges associated with this funding. The Toolkit provides information on 10 different programs across the residential, commercial and industrial sectors, drawn from the experience of hundreds of federal, state, local, private, and utility organizations
- Municipal Clean Energy Toolkit: This Toolkit provides guidance on how municipalities can finance, purchase, install, and promote clean energy. The Toolkit contains material for any knowledge level – from beginner to municipal clean energy aficionado.
- The Playbook: this is a web-based resource which provides information on developing strategies, and best practices related to buildings, neighborhoods and infrastructure. It includes tips and tools that cities and counties can use to take immediate action on climate change.
- NOAA Local Strategies for Addressing Climate Change (PDF): February 2009. This is a compilation of articles recently published in Coastal Services magazine, a trade journal for the nation's coastal resource managers.
- American Planning Association Planners Energy and Climate Change Database: This online database provides examples of communities that have taken steps to integrate energy and climate change issues into planning, states that have addressed climate change issues in plans or policies, and other relevant documents to help planners understand and address energy and climate change.

- Other Ordinances and Policies: Local governments are uniquely positioned to influence the type, location and amount of green development through ordinances and policies. This ICLEI site provides a couple of tips for tailoring model ordinances and policies to the needs of small communities, as well as resources and examples. The topics include biofuels, energy, green building, green government, landscaping, lighting, transportation, waste, and water.
Green Government Initiatives: Searchable database of county green programs, policies, plans, staff descriptions and more. The database allows you to search by the size of the municipality and issue areas, such as: climate change, green building, transportation, land use, etc.
